Louvois

Louvois, Francois Michel le Tellier (1641-91), was born at Paris, and his father was Chancellor and Secretary for War. The son became Minister of War in 1668, and so reorganised the army as to be entitled to the name of its founder. He introduced the principle of a standing army, and forced the nobles to enter as officers, and he also organised the commissariat and hospital arrangements. The officer (Martinet) who aided him in carrying out the arrangements has become proverbial.
